Permanent. For naruto to lose his powerup he would have to extract the bijuu, and he would die. So i dont think he will lose his power. I feel the same way about sasuke

Sasuke did mention to naruto about some kind of Jutsu the sage gave them
Maybe it requires the marks on their hand and if after they use it their marks disappear

TBH, I think they're power ups are more likely natural.

9 bijuu= Six path SM seems plausible as does Sasuke achieving Rinnengan.

I think the sage just granted them his yin and yang power
