Nah, not really. None of those characters alive have counters to genjutsu. Naruto didn't look at Itachi's eyes either encounter they had in Shippuden, but the 1st time they met he just had to point at him and the second time Itachi summoned crows which Naruto looked at and he was caught. That's why Kabuto completely sealed off his vision to fight Itachi and had to rely on his sensory abilities. Itachi didn't have any symptoms resembling aids and his stamina has never been a factor in a single fight he's participated in. Also, Amaterasu spawns the moment that the user looks at their target, it spawns where their vision is. Tobirama can probably avoid it (but he doesn't have counters to much else in Itachi's arsenal), he'll sense the pressure building up and use FTG. Minato won't, considering that his sensory abilities leave something to be desired, he even had to have Kurama remind him to check up on his son.

That's a complete assumption and Ay already got caught by Madara's 3-tomoe genjutsu right after he looked directly into his eyes. He sucks at countering genjutsu. Not a good match-up here. Muu and Raikage cannot just keep their distance forever. They have to attack Itachi sometime. Itachi has Yata which could deflect their attacks, Yasaka Magatama/amaterasu for long-range. I mention amaterasu because it's not as if Ay is going to keep in constant motion. At one point, he will stop and Itachi will look at him, however, it's not like he'll land a hit when Itachi has his susanno up. You claim that Itachi will drop his susanno and that they can just outlast him, but Itachi outlasted Hebi Sasuke while being weakened with a terminal disease and using more chakra-taxing jutsus. Also, he wouldn't keep up his susanno around Ay if he is staying back, considering that there would be no need because Ay is a close-range fighter. He's not going to stand there and waste his chakra by holding up his susanno when he doesn't have to.

Itachi is still above Ay and Muu (who are not even top ten) & alive Minato and Tobirama.

Yeah, it can. I'd consider Naruto at that point low-kage level, considering that he had mastered rasenshuriken at the time, which is not easy feat. He didn't use it on Kakashi, because that level of genjutsu would be pointless-the sharingan can see through genjutsu. The shinobi you mentioned aren't like Kakashi, all 4 lack a sharingan.

The two strongest Uchiha we were shown from that era were Izuna and Madara. Izuna is featless as far as genjutsu goes and Madara doesn't even use it often, he prefers to prolong the battle and hurt his opponent physically. Not the most valid point here. We don't know the clan's genjutsu capabilities at that time. Also, Itachi has the best genjutsu feats in this series. According to Shikaku Nara and Ao, he is the only shinobi they know of that can control multiple people with genjutsu, even from beyond the range of sensors. I also haven't seen any Uchiha cast genjutsu with crows or with a finger. Minato and Tobirama have no knowledge of that. That isn't going to help them here. It's also not going to help them when Itachi was a part of Akatsuki and Zetsu gave them intel on Minato at least. Itachi also is from Konoha, he knows about the hokage's abilities.

Itachi and Gai are two of the characters with the fastest base speed (not enhanced by using jutsu). Minato and Tobirama are fast with FTG. What are they going to do during the fight? Continuously move and not rest once? You know that they're not.

Yata Mirror is one of the most hax weapons in this series. Kishimoto gave it alot of hype and no limitations. It can expand to cover the full range of the attack and changes its own properties in order to match the attack it is reflecting. It's not going to help Muu if his attack is coming back at him. And if the fight is just a waiting game, Itachi's not just going to sit around and waste his chakra by keeping susanno up when he shouldn't.

Your only real argument seems to be that Itachi is not top ten, because others can just outlast him. Think back to when he was in the series. How many times was his stamina really a problem for him? None. He also likes to finish fights quickly. That's not helping any of these 4 here. He's still top ten bro.

Re read the Manga. Kage level fighters are capable of dispelling and avoiding genjutsu, and Naruto was not even High Jonin level back then. He didn't have Rasenshuriken, the only thing he had was a Oodama Rasengan. Btw Naruto's chakra control was utter crap. The kages can outlast him without making it a waiting game by attacking him with caution when he uses his Susanoo. I'm not going to debate Tobirama and Minato because they are obvious. To add some people, Jiraiya, Hiruzen, Kakashi and Gai are around the level of Itachi. Jiraiya could take on both him and Kisame and give them a high diff fight. Hiruzen was a beast in his prime. Kakashi can kamui snipe him and Gai 8th gate. He just isn't top 10.
