Realistically the dark continent opens up numerous possibilities; with "other types of humans" living on the continent there's the possibility of introducing new concepts aside from Nen, or building on them; I.e, ways to make it more effective.
Naturally in a battle series, villain 5 will be stronger than villain 2 when they're showcased, but as Meruem wasn't necessarily for the main characters to defeat in a sense, it may just be that people like Gon, in his adult state is the only time where he's strong enough to beat Meruem.
As much as I love Meruem and Netero I think it'd be lame if they were only surpassed at the end of the series. There has to be people that pose a greater threat than Meruem - who arguably wasn't a 'true' villain.
