Let's suppose that Hagoromo did reincarnate into someone, like Indra and Ashura he won't have his old consciousness, rather his reincarnation would merely have his chakra, and lets also say that Ashura's and Indra's host awaken their powers, who would guide them, for someone like Naruto who can be rather shallow minded, he could get killed easily by someone greater or if forced into a checkmate situation, and someone like Sasuke who can be overly purpose driven, he can also be manipulated, they might even end up killing themselves.

Probably because he didn't want to become like his mother, play god with the powers he inherited from her, go crazy and take over the world. That's why he created ninshuu, the bijuus and gave his powers to his sons, to give humanity freedom, understanding and security rather than being ruled by an all powerful entity. And clearly he accepted death as the natural cycle.
