Yeah, i thought that too, but he's up there only because of Kamui. Hiruzen does have that 5 element feat though so that's why he's up there.

It was to appease the Hiruzen Fanboys/Fangirls. You know they would try to post that he is #1 if I didn't put him there for lolz.

Kakuza has 4 elements and 4 hearts if I remember. 4 different enemies attacking Gaara at once would defeat him. Kisame is meant to be up there.
