Why didn't hiruzen stop danzo?

He was danzo's friend and he knew him better than everyone. Surely, he could have guessed that Danzo was going to slaughter the uchiha clan because of his betrayal. Why didn't he stop danzo sooner and why did he even give someone like Danzo a similar power to his over the village?

Danzo would actually reject any of his help.

I assume as much as Hurizen hated Danzou's militaristic ideas, he cannot ignore Damzou's best interest for the village.

Although not cannon, in the Anime, I don't blame Hurizen for listening to Danzou.

I agree with that nostalgia and their bond kept him from interfering with danzo
