It's stated in the manga that Hiruzen was the strongest hokage. That's all the info we need.
Plus did anyone forget about Hiruzen against edo hashi and tobirama? And Some might say that they weren't at full strength but neither was Hiruzen by far. Considering his age he fought pretty well AND defeated them. Along with orochimaru.
Sure Hashi's feats have proven he is strong but all we've seen is his wood style and shinsuushinju, which again, no weak feat, but I feel like Hurizen would come out on top.

Not necessarily. It doesn't just depend on power. Asuma couldn't beat hidan and shikamaru did yet Asuma>Shikamaru. And to continue using that example, Naruto > Shikamaru but it's hard to believe that naruto could defeat Hidan. There are plenty other examples if you need them.
Intelligence, battle skills, chakra reserves, experience, and more all play a role in the victory of a battle.
