Why everyone says Obito is a bad character/villain?

IMO, he's a fantastic character but a not so good villain. Though I feel Kishi drops the ball with the appeal of most "villains" or antagonists he creates so that doesn't take away from Obito's character for me.

obito always looked for shortcuts which made him always late and ended up getting lost until naruto found him again
