Not that OP IMO. The rinnegan will use way too much of his chakra for starters. He would barely be able to do anything. Also, it took Kakashi so many years just to master the sharingan, imagine how long it would take to master the rinnegan (if he can at all). Not to mention, Madara would take that eye just as easily.
