Nah, assuming lee could open 4-5 gates hes better. At base level sasuke is better with 2 tomoe but not with 1.

Lee is too humble, he had only started training with Guy for like a 2 years,and in those 2 years he got that speed and Taijutsu more 5 Gates. That's much better than what Sasuke did
