I know what does perfect mean but I'm just comparing it to Jiraiya's, which is better in terms of durability and endurance.

we can say that both of them didn't master it as good as Naruto but still Jiraiya has a mastery and experience with it better than Minato who never used it in a fight.

Only Kaguya can be above SO6P
SO6P had the full Juubi under control before dividing it into 9 parts.
If he chose to (if he was evil as madara), he also could've summoned the tree.

lel Madara had the Juubi also under control , + You can not proof that Hagoromo had also his Mother / Shinshu inside of him . + Madara can also have a thrid Eye behind his headband

Cuz he never needed it , but it does not mean his SM is weak. Narutos SM was at the first time also not on the level that he have against Pain. + Minato can also make a Shadow and let him gather Senchakra

Madara heavily relied on the info intentionally left behind by the SO6P. there's no way we can be sure if SO6P withheld a few secrets.

Jiraiya = Minato > Itachi.
also Jiraiya > Nagato (with knowledge) and of course Hiruzen is stronger than Jiraiya, sorry but your whole ranking is false.

-Jiraiya is below both Minato and Itachi. Itachi actually has a higher score than him in every category in the databook bar stamina...but that's never really been a problem for Itachi considering he likes to end fights quickly. That and he was lying about what he said in pt1 in order to avoid further conflict and get out of Konoha as soon as possible.
-Minato doesn't even have a score in the databook...Kishimoto has yet to release a recent one that is updated. The last one came out in 2008. :/
-Saying Jiraiya is on par with Minato just because in the databook it states he wants to fight him is wrong. That's like saying Ino & TenTen are as strong as Sakura because they want to fight her or Hinata is as strong as Hiashi because she wants to fight him. You can be considerably weaker than someone and still want to fight them.
-When Nagato said that, it wasn't because Jiraiya was stronger than him. You also have to factor in the location they were fighting...it was the Mist village, so Nagato could not use more devastating jutsu, he had to keep it limited in order not to damage it. That and it was the 6 paths, not Nagato (Nagato controls them).
-We've never seen Prime Hiruzen before.
