Naruto, ninshuu, and bijuu

Naruto has shown more than a few times to be proficient with his own form of ninshuu.

Using this same technique, but amplified by the SO6P, Naruto has formed ninshuu connections with all of the 9 bijuu. That's why Naruto is calling their names from inside his mind. His spirit and chakra are now connected through the chakra the tailed beast shared with him. The Bijuu are now mind-liked through their chakra sharing much like happened here:

In conclusion, naruto doesn't need the other bijuu to be present within him to be able to use their chakra. They now have a remote link with Naruto via ninshuu.

The difference is, Armstrong, that Naruto can't force the Bijuu to help him. It's like he has a peer to peer system or lan network that they can send chakra back and forth. With the shinobi alliance, Naruto gave the alliance his chakra. Because he mixed the chakra he took some of each alliance member within him, which allowed him to track them, and control his own chakra from within them. He was also able to re-establish a connection with them even though his chakra had practically vanished from the Alliance, which implies he hardly needs to keep any of a person or entities chakra to reconnect to the network.

It was yamanaka Ino who was responsible for showing the feelings to the shinobis. Naruto could only transfer chakra. Naruto maybe par with Hagoromo in ninshu ( spread of chakra to everyone) but he is still lacking the main motto of Ninshu as was Hagoromo too.

He needs to marry Ino to complete the ninshu
