Neji dies for plot reasons. As a whole Kishi is scared to kill anyone this war including 100 year old Onoiki. The only reason Neji died was Kishi was trying to prove a point of Naruto having to overcome loss and not being able to protect everyone so Obito could throw back the line of him being able to protect all of his comrades. Neji just happened to be the character he planned to die to accomplish this since he had nothing else planned for Neji. Then same effect could have been reached with many other characters like Sai and Kiba and the results would have been the same.
