When Madara unlock rinnegan,he immediately got access to the gedo mazo as his summon.Madara end up summoning the gedo mazo .Nagato and Obito were able to use gedo mazo because of Madara eyes gived Nagato his rinnegan and obito stolen it
Currently Sasuke have the rinnegan this mean he also have access to the gedo mazo .The gedo mazo is the shell or the skeleton of the jubi.This mean Sasuke should to control the Jubi to resist Madara control since his eye is more advance than him.

Yes, if it wasn't the Juubi right now Sasuke would be able to summon it as all you need to summon the Gedo Mazo is the Rinnegan..Obito did it, Nagato did it, Madara did it. No reason Sasuke can't either.

Obito's been using the Gedo mazou before the rinnegan, but since Sasuke has his own he should be able to summon the satue too.
