Which water user wins? The Kage, or the S class criminal/0 Tailless tailed beast

Location: Team Gai vs 33% Kisame clone

Intel: Kisame knows Tobirama has space-time ninjutsu, Tobirama knows Kisame has the sword Samehada which absorbs chakra.

Distance starting: Same as Kisame vs Killer Bee.

Restrictions: Edo Tensei because we haven't seen Tobirama use any edos, and he used them for spying not for combat.

Intent: Kisame wants to assassinate the Hokage. Tobirama wants to help cleanse the world of Akatsuki. Both must stay in character when fighting.

Mmm, I want to say Tobirama but I think Kisame has a chance at winning this.

I think I can agree with this^ although if Tobirama tries to slice him with a kunai, Samehada would just heal him right?

For the most part, yes. He would have to stab Kisame in the head, putting a serious amount of force behind the blow to finish Kisame off/Injure him beyond Samehada's ability to heal him. Kisame's durability is somewhat impressive and, unless I missed something, Tobirama's never been showcased as the strongest.

Kisame was capable of slashing Killer Bee with Samehada, the same guy who fodderized MS Sasuke, who was able to make new team 7 wet themselves when they saw Sasuke put his arm on Naruto's shoulder, and also got his speed acknowledged from Deidara, so yea I think his Kenjutsu is underrated although Kisame said to Suigetsu that Samehada wasn't made for sword fights.

Tobirama wins this, regardless of Kisames knowledge,,

-The fact that Kisame is mostly a CQC fighter,, hurts him here,,,as Tobirama will always out speed him through FTG,, resulting in Kisame getting marked,,,,
-Kisame getting marked thereby allows tobirama multiple ways to attack him,, and since some of his FTG moves are not chakra based such as FTG slash,, Kisame would end up getting beheaded,,,
-Water Dome may help Kisame,,but chances are that by then,, Tobirama would have already placed marks outside its radius,, or if Tobirama had edos then he can use GKF,, to bust out of it,,,
-GSB is not doing much either since Tobiramas arsenal is heavily revolved around FTG which mostly includes physical attacks rather than chakra based ninjutsu

Absolutely nothing proposes that Kisame wouldn't form a sizable body of water and make Water Clones to cover his grounds to defend against Tobirama, with knowledge. Which pretty much negates any chance of a surprise attack for Kisame. Which is the only way Tobirama is really killing Kisame, taking him off guard and tagging him/killing him.

Kisame wins with medium difficulty.

-He can spit out his water dome quite fast, before Tobirama gets a chance to mark him.
-If Tobirama tries to enter close combat somehow before Kisame spits it out, Kisame can trap him with water prison. Tobirama will then FTG away to a safe distance, giving Kisame time to spit out his dome.
-Tobirama has nothing that can harm Kisame since Samehada will just heal him. Perhaps a kunai to the throat? But Tobirama doesn't know that Samehada has healing properties so he won't go for the throat.
-Shadow clones get merked easily by summoned sharks, especially underwater.
-Once underwater, Tobirama has nothing to place his seal on. (unless he can mark water? lol)
-Tobirama dies from shark bites or drowning

This may be a dumb question, but can he have water clones underwater? You'd think they would dissolve and disperse.

forming a lake and holding it up with his chakra, he would stand on the surface and make them. Not to mention his Suiton sharks are well, beings of water as well. And they have no issues moving around in liquids. So, sort of.

I agree that Kisame with knowledge can win but I feel since Tobirama has intel on Kisame as well then he'd be able to employ a strategy. Just feel Tobirama is quite intelligent, more than Kisame at least. Anyways I'm unsure about the outcome but my gut tells me Tobirama.

About Tobirama not being known for strength:

Edit: He was able to shove his hand through his chest armor and all so that should show he has some strength.
