Techniques such as Kamui, Amaterasu, Tsukuyomi, truth seeking orbs etc. made powerscaling very difficult to handle and fights that involved characters that could use these techniques didn't make sense. Opponent characters would either avoid these one-shot jutsus using methods that are questionably influenced by plot or characters possessing said one-shot jutsu would inexplicably not use it.

For example Sasuke used Amaterasu on Madara when he was revived and Madara dodged it by removing his armour... which is weird to say the least. Then Sasuke didn't bother trying to use it again after Madara's armour had been removed.

Other examples involve Kakashi's kamui which hasn't killed anyone. Why didn't Kakashi use it on Deva Path?

It made powerscaling ridiculous because characters without those one-shot jutsus had to become very powerful to overcome them and then a cycle was repeated.

If Kishi hadn't introduced them I believe powerscaling would be a lot smoother and the words plot shield and plot no jutsu would be thrown around a lot less.

Sasuke didn't use it again because Madara was clearly unaffected and absorbed it.

Kakashi didn't use Kamui against Deva Path because there were more Peins to deal with, and he would need to fight more, Kamui could have prevented that by draining him.

Jokes aside: It seems the weakness for them in general is that the user has to focus on a target. Distractions and interceptions could be implemented. It wouldn't work all the time. But yeah.

Plot shield and plot no jutsu will always be used... But honestly thats how it is, Kishi does a good job of explaining why they avoided a one-shot jutsu. Sasuke clever avoided Itachis Amtrsu, Sasuke was able to put out the flames against killer bee, Raikage had to chop off his arm, Deidara lost part of his arm but it went to Obitos dimension, explains why he got it back but it looked ****ing disgusting xD Kakashi stated he didn't wanna waste chakra on something thats not a sure fire, he doesn't know what he was capable of. Also there was 5 left other than deva and being drained is the last thing he wants. He used it as a last resort to save himself and choji. Powerscaling should never be a factor... They all have their strengths and weaknesses. And a ninjas best tool is deception. Naruto and sasuke being able to get the upper hand on zabuza is proof of this. Same with shikamaru and anyone he ever fights.

Kinda like how Madara didn't use preta path to absorb Naruto's lava rasenshuriken, or deva path's shinra tensei to deflect Gai's air pressure attacks, or how he didn't use PS to counter Night Gai, or how Night Gai, Juubi Madara somehow became faster than INSTANT (FTG). Or how Madara didn't use Rinbo against Gai. And all these other plot devices that seem quite ridiculous

very true....! hax jutsus really are difficult to handle for example MS obito should be unbeatable as he can reamin intangible for 5 minutes, can pass through anything and if somehow 5 minutes are over he can teleport to a location away from battlefield and come back with 5 more mins....! one touch and you are gone....! still he only defeated fodders....! kishi should have been careful....!
