Everyone has chakra, even civilians. Usually only trained shinobi can manipulate it, and Gai and Lee can to an extent, just not enough to be able to execute complex ninjutsu.

Everyone within Narutoverse has chakra dumbass, they would be dead if they didn't. Also Guy can use Ninjutsu now, he just couldn't when he was younger. Also there's nothing wrong with Lee's body, neither there was with Guy's that would have prevented them use of Ninjutsu, just lack of talent.
