But not all of Itachi's genjutsu require his opponent to look directly into his eyes. During the second encounter Naruto had with Itachi in Shippuden, Naruto didn't want to look at Itachi's eyes but then Itachi just summoned crows, Naruto looked at their eyes and he was caught in genjutsu. Or finger genjutsu. Or he could do what he did to Oro. All Itachi needs is to catch the Raikage for a few seconds so that he can make him stab himself. This is just a bad matchup. :/

Yes. That's quite normal considering that all popular characters in this series are overrated to some extent in their respective fanbases, at least at one point or another.
