Please help Magic wont degenerate? Skyrim

so what used to be the flaw was when i was playing skyrim i would put on the special DBZ gloves that i crafted in the blacksmith and what i would due is cause my magic spells to have 0 cost to regenerate, but when i took them off it would automatically go back to magic regeneration system, but then after installing bunch of mods like apachii hair styles and skins, waifus and graphic mods, now when i enter the game and try to cast a kamehameha wave or use kaioken i can hear the sounds, i can see the animations, i can see the spell being cast, but it wont degenerate my magic, even after taking off the dbz gloves, i dont know what happened?
could it have junction the dbz gloves into me? or is there some way i can fix it by resetting my character items , please help
because now the game feels to easy when magic doesnt even degenerate, i can just spam kamehamehas and ki blasts all the time without any consequences.

Either the spells cost is 0, or you just modded your magic skill.

thats what im saying the spell cost is 0 for some reason and no i didnt mod any any magic skills. please help?

it used to only happen when i equip DBZ gloves, now the spell cost is 0 even when i take my dbz gloves off. also im playing as a saiyan race, but even back then it would still degenerate magic when using spells.

Either be an Imperial or a High Elf. And go heavy armor with light weaponry and use a short sword.

I mean like the actual spell cost required for the spell. That's affected by magic skill, items worn, whoever made the spell if it's a mod.

again did you read the whole thread? i said specifically that the spell for example kamehameha does degenerate my magic but when i wear dbz gloves it doesnt, but for some reason kamehameha or any spell now has 0 magic cost to it, also i checked my inventory and i dont have any items equiped that would affect that. so i dont know
also when i deleted my dbz gloves, it would still say cost 0 per magic so i dont think this has to do with my items at all cause im not wearing them.

I'm a wood elf, heavy armor + dragon sword/katana. With conjuration.

Oor same guy light armor, dragon bow, reakling spear, Nordic arrows.
