Well it's still legit they won't give the cheaters techs if kishi hasn't already he gives his studio the privilege to make fillers without him cause he trust there minds, they won't over power characters nor destroy. Fillers are created when the anime catches up to the current manga storyline in order to give the manga creators time to come out with enough material to make a complete season. Anime episodes aren't written by the original creator of the manga. If something is not written by the original creator then it's not considered canon therefore not officially part of the REAL story

The events in fillers never happen in the canon (manga) so are pretty much BS.

There are a select few instances where filler entities are brought into canon. Hidden Waterfall was non-canon until Kakuzu's introduction. The Kiba swords weren't canon at first. Raiga also wasn't canon, but both those things are in it now. The filler they were apart of didn't though.
