Ok with anime feats (and I guess "movie" feats) I'd tend to think Big Ball Rasengan > Vermilion Rasengan but that's just me. Also I'd say Part 2 Konohamaru is smarter than Part 1 (end) Naruto. If he can pull off a Shuriken Shadow Clone Jutsu with demon wind shuriken then he could cause some trouble for one-tailed part 1 Naruto (at a distance). If not then the tech won't be a problem. I have feeling if given the right distance, Konohamaru could use Ash Pile Burning to reduce Naruto's vision by encircling him in smoke and then could catch him in the jutsu, although I doubt it would do very much damage. Also I get a feeling Konohamaru's shadow clones can confuse Naruto for a bit MAYBE making an opening for a Big Ball Rasengan.

In terms of part 1 one tail Naruto, he's much faster, stronger and more durable than Konohamaru. One or two hits and Konohamaru is down for the count. Also he still has all those summonings and his own set of shadow clones.

So all in all, Konohamaru annoys Part I One-Tail Naruto (he at least drags it on longer than it should with combatants of those strength differences), so Naruto low-mid diff.
