Orochimaru, he has a lot knowledge of most number of jutsus. So i assume he's able to use those jutsus.

for me it has to be jiraiya. kakashi may have been said to have copied 1000 techs, hiruzen may have supposedly known every jutsu in konoha, orochimaru dedicated his life to knowing all jutsu, but none of them really showed it off. kakashi will spam raikiri and may break out another attack or kamui, orochimaru only does snake stuff, and may break out a summoning, and hiruzen is a joke. Jiraiya on the other hand is a boss, dud hid in somebody's shadow while controlling him, shrink and hide in small toads mouth and thats just the beginning. dude is literally the most versatile ninja in the series.

It does suck how people always underrate Jiraiya. I swear, too many people act like all he has is Rasengan, Summoning, and Sage Mode. Even then, they act like he's a Chuunin without Sage Mode and it upgrades him to Jonin. But that's a different topic, I suppose.
