Kakashi is the Obvious choice...
If we are prohibited to using the K11, it a far harder decision .I believe a Kage strong be reasonably intelligent, strong, well rounded in the shinobi arts, and should already have a basic understanding of how to run a village.
3.Shikimaru -Intelligence wise, he's the clear choice .Shikimaru has been shown advising Tsunade and Tsunade has enough faith in him to have him lead mission.This on top of him being a commander of the Shinobi Alliances. The only con with Shikimaru is his complete lack of power.
2. Sasuke - Sasuke has everything;Intelligence, power, well rounded in the shinobi arts, and because of his intelligence and willingness to gain knowledge he would be a quick understudy on the end in out of the village day to day operation.Sasuke is clearly the best candidate among all of the K11, including Naruto.The problem with Sasuke is he has the biggest red flag, he/was a rogue nin that threaten to destroy the village.
1.Sakura - The usual Sakura haters are going to ***** about this, but Sakura out of all the K11 is the best choice to be hokage.More so than Naruto, Sasuke, and Shikimaru.Sakura already knows the basic day to day operation of how a village should be run.Her strength and shinobi skill level is good enough to rank her as a low to mid level Kage.She is intelligent, with only Shikimaru being smarter than her ability to protect the village in an emergency with Katsuya is a plus.Con, Sasuke.
