No, but some people treat like its equal to skill in Ninjutsu or Genjutsu.
There are only 3 medics in the series, all of them are very good. There aren't very many people to compare in the field of medical Jutsu.

The proponent of it seemed great imo. Outside of medical ninjutsu, the idea of Ninjas managing their chakra in battles, setting up strategies in which the used the chakra in unique and controlled ways and with the control to know when.

He'd still have Dragon Sage Mode and that clearly defeats the majority of NV. He's no fodder.

OT: Well it decreases chakra consumption but no cares about that that with kamui spam and such. In short, only sakura fans use it to justify their arguments.
