I believe Tobirama wins. His water jutsu will render Gaara's sand mostly useless. He's also too fast for him.

Tobirama has not shown Suiton Feats that would render Gaara's sand useless, nuthuggers can say whatever they want but he hasn't shown 1 really impressive Suiton feat despite being known as a Suiton Master. Canon Zabuza>Tobirama in Suiton

The edo tensei have no techniques they can use themselves. Tobirama can mark them and teleport them wherever he has a mark. He can use Gojō Kibaku Fuda with them. They are just fodder with average speed.

I know all that. I just wanted to know how many Edo he has at his disposal and are they already summoned or not. Such stuff.

i don't think it's going to make much of a difference and is this Jin Gaara or Base? either way he can produce huge amounts of sand quickly now.
