How did Hagoromo pass Sasuke's powerup if he didn't have it in the first place

I don't understand NB logic saying Sasuke's eye> Hagoromo's rinnegan. It is Hagoromo who gave Sasuke this eye and that could mean he had this ability. Him having only rinnegan doesn't mean he is restricted to only rinnegan techniques. Madara who has the rinnegan is able to use the perfect susanoo, a EMS technique.
It is possible that his rinnegan is similar to sasuke's eye but different in appearance. If you still disagree, then how could hagoromo pass something he didn't have? He passed his senjutsu to Naruto. His rinnegan might as well have had the ability of Kaguya's third eye.

Madara has both the Sharingan and Rinnegan but he can't use them both at the same time, Sasuke can.

That's because he only has one eye probably, the Sage stated that the thing in Kaguya's forehead was a Sharingan, so its probably that the Juubi's eye was just a Sharingan.

It may have multipole Tomoe because it has one eye rather than two.

Sasuke having multiple Tomoe in his Rinnegan may be a result of it also being a Rinnegan.
