You are basing this on assumptions and a Danzo quote. There is nothing saying he was anything spectacular, "demanding" is a leadership quality, meaning he prolly trained the security force (not ninja) and held them to a rigid standard.

Not every position is based on ninja strength, in order to run a security force effectively you need to adopt a very Not-Ninja attitude. With shinobi ends justify the means, while a commander of a militant group (such as this) knows means justify the ends. Soldiers matter, maybe not in a gushy way but time training adds value to a soldier, the more time spent and time involved the harder it is to sacrifice a "pawn" unless its the only move left to play.

Even in the hidden leaf brothers and sisters in arms are only recently valued, it hasn't even been a generation yet since this concept started to emerge.

So, was he strong? Well we know he wasn't weak.

Was he some crazy op'ed Ninja? No, we would have heard by now over the decade of manga and anime.

Was he important to the story? A minor character at best.
