It all depends on knowledge. Danzo's tactical advantage with Izanagi depends mostly on his opponent not knowing how he keeps coming back from their attacks unharmed.

However, even if they do know he has it, he can be deadly as he'd be able to outlast his opponents. Definitely underrated.
