I think he can grow wings or glide at least but I dont remember. But I know he is able to shoot into the sky by making a jetpack of sorts.

Oh you must be thinking of his jet boosters. I think those can only propel him forward, not sure :I

Is this the same location where she fought Obito? If so, she definetly wins, if not i'm not sure.
Jugo can damage her with his lasers but i don't find him skilled enough to outmatch the likes of Konan, especially when he goes cray cray which will happen as soon as he fully transforms.
On the other hand his durability is a major problem for her. I don't see Konan taking him down with paper bombs alone, even more w/o first restraining him which she won't be able to do given his physical strenght and chakra cannons.

Regardeless of feats, i'm going with Konan. She's obviously above his level and realistically, i can't see her losing to him.

Since prep wasn't specified in the op, i immediatly assumed she would've access to her ultimate jutsu which is the case in 99% of vs threads involving her in the said location.
