The show revovles around Naruto and Sasuke so their power-ups will be better than anyones.

Just like in real life.
The best fighters on earth were typically not the ripped huge guys because that just gets in the way and makes having great stamina very hard.

you want to be flexible agile and the more muscle the harder that is....typically.
