Its logical that the Juubi eye that Sasuke/Kaguya have is greater in potential that the normal Rinnegan. But Hagoromo with his genes and being the Jinchuuriki of the Juubi and Kaguya with the power of the fruit, can spam techniques on a much higher level than Sasuke.

It's probably OP'd in conjuction with Juubis Eye Powers, and powerful Uchiha chakra. Neji and Hinata lack the elements of a powerful ninja like Sasuke so they can't bring out it's full potential.
