Since Sasuke has the Juubi Rinnegan did he surpass the sage in terms of dojutsu?

The fact that he was able to remove the chakra rods alone means that Sasuke's eye has the powers of the rinnengan as well as chakra greater than Madara before he absorbed the Juubi
