I'm sure you've seen 2 threads like this already, but screw it! I'm joining in the ranking spam!
I'm making this top 20 because Hagoromo's family are spot killers. Hagoromo's brother will not be included since we haven't even had hints of how powerful he is, while the sons have. Edos as a jutsu will only be allowed for Tobirama since it's used for his jutsus. Edo armies are restricted since it's really not a guage for a ninja's ranking since it's a ton of ninjas cramming up 1 spot, when, in reality, the edos themselves should be in the spot. Suicide techniques aren't allowed since, the fact that someone used them means the enemy succeeded in forcing their death. I will put a special mention for Alive Minato and Guy at the bottom for how far up the chain their suicide techniques ties them with.
1. Kaguya
Reasons: Do I need any?
2. 6 paths Madara.
Reasons: I think he just obtained a power Hagoromo never did by absorbing the tree. It also hints that he's receiving Kaguya's powers.
3. Hagoromo
Reasons: He's the only complete juubi jin with a complete set of rinnegans.
4-5. Naruto and Sasuke
Reasons: Even without fully activating his 6 paths mode, he was keeping Madara at bay. Madara already refute the possibility that injuries were a factor in this. So, if we were to use their difference in physical attributes to gauge their power as juubi jins, 6 paths Naruto would be much stronger than even 6 paths Madara at full power.(pre tree absorption).
Sasuke occupies the same area of spots since he has the other half of the sage's power. This would imply they're equals, so until shown otherwise, they're equals. Whether or not he can get through omnyoudon's deletion is irrelevant as this is about capabilities, not Achilles heels.
6. Juubito
Reasons: He's a juubi jin, and he's had a good track-record for power.
7-8. Ashura and Indra
Reasons: It was said that the senju and Uchiha are their descendants but with their blood thinned, so it stand to reason that they're stronger than Hashirama and alive Madara.
9. Hashirama
Reasons: He was the strongest sinobi until juubi jins were introduced.
10. BM Minato
Reasons: And no, I did not restrict edo forms, just edo armies. Just take their form and make them mortal. Anyway, BM Minato can almost be called the perfect shinobi. He's extremely evasive, and the only thing he really lacked(as far as we know) was power, and he has it with BM.
11. Nagato
Reasons: Nagato mopped the floor with 2 jinchurikies (although neither transformed into bijus). I've already made a thread about how OP this guy can be when he's in the mood.
12. Kabuto
Reasons: Extreme versatility. Genjutsu, earth style, bones, webs, snakes. He's essentially the sound 5 and Orochimaru all in one on steroids.
13. Tobirama
Reasons: Evasive via FTG, tricky, and good jutsus as well as edo bombs.
14. Itachi
Reasons: High genjutsu prowess spelling the end for most who don't have sharingan and still is a threat to those with sharingan. Amaterasu, and susanoo that's haxed to the max with the spiritual weapons. He has a shield that can repel anything (or was said to), and had the Toska blade, which seals anyone it cuts.
15. Killer Bee
Reasons: He's an incredibly powerful jinchuriki. He can rapidly fire 4 TBBs. He can make whirlwinds. he's lethal in taijutsu in jinchuriki V2. He's also a master swordsman who can cut through virtually anything with lightning-enhanced blades.
16. Garra
Reasons: I know this sounds nuts, but he really can be a force to be rekoned with under the right conditions. His special sand prevented 3 V3 susanoo blades from killing him. His special sand is extremely fast and enough to block enton, which means it spells doom for most. He can turn any mineral into sand, so as a fight goes on, he'll gain large amounts of sand, and given what we've seen of him during his fight with Diedera...... I mean, he blocked a huge explosion. Powerful large amounts of sand and fast sand in my opinion, makes him the strongest kage currently alive.
17. Hiruzen
Reasons: The true thousand hands statue was taking out 4 of the 5 kage, yet Hiruzen went toe to toe with it. Nuff said.
18. Ohnoiki.
Reasons: I think he's better than Muu. He has the particle style. As we know, particles style, if focused into a beam, can obliterate an entire island. If someone's in it, you're done. He also, isn't reliant on it. He has other powerful techniques like mobile core, stone golems, aggravated rock. ect. His weighted bolder jutsu's ability to make him fly can make him incredibly fast, and if he puts weight into his punches, he's lethal.
19-20.Muu and 2nd Mizukage
Reasons: before raging commences, I think Ohnoiki, without back problems, is better. These 2 are equals. Muu can make himself invisible, fly, and has the powerful particle style. His splitting technique is good for getting away from enemies, but it pretty much makes him useless.
Mizukagke is very strong. He has a clam genjutsu that makes him invisible. Being a Hozuki, it's obvious he can liquify like Suigetsu. He's virtually unbeatable if he combined Jouki boy with his genjutsu.
