Can someone explain to me how Naruto can use all of the tailed beast chakra?

Madara extracted the avatars, not the chakra. Search for the war arc just after Naruto befriended Kurama, and you will understand.

Actually Obito only took 1 tails and 8 tails from Madara. All the other ones he got during his battle with Obito and the Jinchuuriki (when he fist bumped them).
