Most people in the power rankings place Kaguya at the top of the list with Hagoromo behind her. Now it is understandable since Hagoromo himself said that his mother "was more powerful than anyone else". However what i think he meant was she was the most powerful, at the time she was alive, but i think Hagoromo in his prime when he sealed juubi inside of himself would actually beat her.
Think about this, Kaguya's power came from eating the froot from Shinju, i think her power was a pure destructive one, she was able to create peace in her time by using her scary destructive power on people so they feared her and were obedient, they called her Demon Rabbit Goddess. We don't know how she died, some people say she might have been defeated by Hagoromo and his brother because they didn't agree with the ways she ruled, others say she fused with the tree and became juubi. Either way all her powers came from eating the froot, however Hagoromo sealed Juubi which is basically the whole Shinju inside himself, how would that not give him greater power than Kaguya.
Hagoromo, basing on the symbolism of the manga, appears to be a person resembling Jesus or Buddha, someone enlightened. He rose far above the standard of simple human, and became god like and his knowledge and awareness were on par with his power, he could influence reality in any way he wanted, they called him savior, the one who created peace and order. Also, he created the Moon as well as Ninshuu. Kaguya was just a person with insane power, and she went mad because her mind and wisdom didn't match it.
It all leads me to Rinnegan > "Sharinnegan" (Kaguya's third eye, also juubi's eye) argument. A lot of people wandered lately how could Hagoromo give Sasuke "Sharinnegan" if he didn't have it, they automatically assumed that rinnegan was inferior to "Sharinnegan", because they also assumed that Kaguya was on the higher level than Hagoromo beforehand. I think it's quite the opposite, Hagoromo could give Sasuke "Sharinnegan" because he achieved dojutsu on higher level than that. "Sharinnegan" was granted to Kaguya after eating the froot from Shinju, and i predict it carried pure destructive power, it reflects the power of juubi. The rinnegan that Hagoromo possesses manipulates the world on a much deeper level, it can manipulate life, matter, chakra. Which further indicates Hagoromo > Kaguya. The proof of that as well is that Madara who absorbed not only juubi but the Shinju in it's original form still has only rinnegan, i mean there is nothing you can do to power up even more, that's the ceiling, if "Sharinnegan" was really superior to Rinnegan i think Madara would have developed it by now.
Madara has all Rikudou's powers now but beacuse of supreme knowledge, expierience, intelligence and overall badassnes i think Hagoromo is still superior by far.
