That is only for the game and it doesn't matter that Kishi designed since it is not cannon . Shisui can 1 shots via KA , no need for Sussano.

Most people do not include Hagoromo's family, because then that kicks many out of the top ten (Minato, Itachi, Tobirama, etc).

Shisui is featless and it is quite evident that Itachi surpassed him once he got his MS. All we know about Shisui is that he had susanno (which Itachi has), KA (which Shisui could only use once a decade and can be broken if the user is informed or someone else can break if for them...in comparison to Tsukiyomi which is weaker than KA but has the ability to used for as long as the user has enough chakra and only lasts once second unless Itachi decides to prolong it in real life as well), and was fast w/ body flicker (which Itachi has also used).

That and Shisui was beated by Danzo who used only one arm. :/

But if he uses KA on a clone, than he would be done for because he would lose his MS techs for ten years. KA is the most powerful genjutsu, but nothing in this series is truly a one-shot. Shisui was also defeated by Danzo, he should have used susanno and gotten his eye back instead of retreating. If Madara can use wireless susanno and Itachi can maintain susanno after turning off his sharingan, then Shisui could have probably activated it at that moment and defeated Danzo/Root.
