Hiruzen was said to be one of the strongest kage during his time when Onoki was alive which means 3rd Raikage was still around. Hirzuen was still the strongest because everyone did respect him in other ways. A disciple of the village previous Hokage. He was the God of Shinobi, imo.

Honestly a tough call but I'm going to say Hiruzen. Obviously if Hiruzen was hit by any of his dust release techs he'd be done for, but from what we've seen those techniques aren't particularly fast coming out so it wouldn't be difficult for hiruzen to dodge them.

Nah. In character Onoki > Hiruzen high diff. He changed his whole attitude and became something like Hiruzen during Madara battle. I would consider them equal (personality )

Old Onoki is stronger than Old Hiruzen, but that is because doesn't matter how old Onoki is he'll always have Dust release (a really OP jutsu) while Hiruzen is a normal human so when he passes his prime he gets weaker much faster
