Who do you think that is?

I believe that it is Kaguya because she is the only one besides Hagaromo who had the Juubi eye on her forehead other than HAGAROMO. Unless it is Hagaromo's brother coming back for some kind of vengence. I don't know how it could be him or how he was or became the Juubi but my theory is that it is either Kaguya or Hagaroomo's brother because the way it was said didn't seem like it came from the tree.

the person had the byakugan, so i think it's pretty clear it's kaguya. But your theory is plausible as madara will get that eye as well.
