he was surprised because even though he was weakend naruto should not had been that strong but he did not know he had the power up until naruto activated his full power

"He was crying" can someone show this man what crying is. He was simply amazed at the growth of Naruto. Previous Naruto would not have been able to compete with Madara's injured self. However, the current Naruto is stronger than the previous. And that is what he was surprised about.
