Interesting theory but I really don't think that he's Souken Ishida as he was pretty much confirmed dead when Mayuri said that he'd experimented on his dead body but he definitely resembles the typical male Ishida. We'll just have to wait and see.
Aren't all of these stern ritter "dead" they are in soul society which only 3 humans before have done(that I recall, Orihime, Chad and Uryu. Ichigo was in shinigami form.) Plus Bach referred to Uryu as the last living which also gave me the impression the Stern Ritter army were spirit forms of their original bodies(when their body dies instead of going to SS they went to Bach and he reorganized them into a fighting force, just a theory)
I'm not gonna say it ABSOLUTELY is based on appearance but it wouldn't surprise me if he was. After all Souken was the head of the Quincy on Earth for awhile so he would be strong, and if this guy ends up being SR C like others suggest that would only solidify the thought with me.(making an Ishida replacement A and another one in the 3rd seat)
I like your theory but I've got another question for ya; why would Soken appear shocked if his Grandson had just been appointed as Bach's predecessor?

Good question and I actually have a thought on that(granted you just made me think of it) He would be shocked because when they were living he tried to instill upon Uryu the idea of forgiving the soul reapers and to not start a grudge against them. It may have shocked him to see Uryu now a teenager disreagard his living wishes and join a militant Quincy group bent on the destruction of Soul Reapers.
That answered I open a new question I'm trying to rationalize, "Why, if Soken wanted Uryu to forgive Shinigami, is he in this group now" and the only thing I can come up with is that Bach has some kind of Lore or Sway over all Quincy, maybe even possessing an inherent trait where they must obey him once in spirit form. He is supposed to be Quincy King(or whatever title he has, Top Quincy, maybe he is supposed to be the Seal King from that song they mentioned this chapter since he's attacking soul society which will more than likely destroy the world if it goes) His blood flows through every Quincy maybe by this he is able to force them to do what he wants them to do, I am not sure.
We still haven't seen anything from this Sternritter as of yet. Why is Kubo saving this Sternritter? I honestly think that he is Sternritter C and there is something that Kubo is hiding about this one.
A lot of talk has been going round and speculation that he's a Kurosaki. If Kubo has been saving him all this time, there's definitely going to be a big boom with this character.
I disagree with this. I think that Sternritter C should be Pepe.
Colonel Sanders didn't do much impressive against Kyoraku, he was damaged. And by hyping it seems that first four letters are most important and that they goes by power level (A - strongest). Sternritter need more top tier fighters (that will make more interesting story, otherwise, we will see Aizen alone vs Gotei version2) and i think that Askin and Pepe are perfect chances to do so.
Colonel Sanders in my opinion should stand for W.
He have some speed feats and it in some way would fit The Walk, also name of his Vollstandig is God's Walk, As' Vollstandig is God's Fear and his epithet is The Fear.
I agree that he could be related to Ishida, he have glasses and have mustaches like Soken.
We weren't even introduced to Pepe until later on. If you remember, this Stern Ritter was one of the very first we saw and met along with the other Major stern ritters that were first introduced along with Haschwalth, As nodt, Bambietta... ETC. They're all on the higher ranks of the Stern Ritter e.g top letters. I believe you're underestimating his power.
In Bleach, Kubo makes it so the powerful, important characters leave their mark on the Major characters. Aizen cut off Yamamoto's arm, Unohana gave a scar to Kenpachi, and this Stern Ritter blasted out Kyoraku's eye. As one of the first Stern Ritter to be introduced and to already deal significant lasting damage to a major character immediately tell's us that he means business.
Furthermore ask yourself, why hasn't Kubo shown us anything of him yet??? We haven't seen a single glimpse of him since the war started. What's going on? Well, seems like he's saving the best for last. Kubo could have immediately shown us him vs Kyoraku or something else with an instant, quick takedown but no. We've seen the other big Sternritters in action but absolutely nothing of him yet. Hell... We don't even know his name or his nickname. I think it's fair to speculate that he's in the top tier of Sternritters.
