It may or may not be beyond the Rinnegan, we can't say for sure. We don't really know what the 9 tomoe SHARINGAN is capable of. Since Kaguya had that eye, it will probably be a stronger dojutsu than the Rinnegan (of course having completely different powers than the Rinnegan because it is a COMPLETELY different dojutsu than the Rinnegan). Although, I personally think it will be able to utilize all 5 nature transformations and even kekkei genkai, MAYBE.
