that's the same thoughts I had but why didn't hagoromo have it in the meeting with naruto and sasuke?

The juubi's eye that Sasuke has was the original rinnegan so to speak it may of been a merging of sharingan and rinnegan. But this could of mutated in genes when the dojutsu was passed on to Hagoromo. So while Madara may need two rinnegans to unlock its full power Sasuke only needs the one he's got because he has the original rinnegan, like Kaguya's third eye.

I really do hope it's a drawing error, but I highly doubt that Kishi would make error for such important revelation. Hopefully he'll unlock the same Rinnegan in the right eye as well as the manga progresses.
