Who's the better villain: Madara or Cell?

Both like to mess around and "dance", both have super-sized egos, and both gank DNA from everybody to power up. But, who is the superior villain in your opinion?

I believe Madara was a better villain than Cell.

Cell is just villain with power who fights. No personality, no huge and emotional effect on the verse or protagonist, no bacsktory, no motives, and practically no character. This applies for all DBZ characters. The series focuses on power.

In the other hand, you have Madara, who lost 5 brothers, his parents, and clan's trust due to the system, and now his motives is to enslave the world where everyone is under his control, thus bringing law. He structured a plan, and manipulated Obito and almost every villain to do it for him, and then killed Obito without remorse to revive himself. He has darkness in his heart for reasons and has depth and interest as character.

Villain/Antagonist, is supposed to have reasons for his change, massive effect on protagonist and story, personality, and motives. Madara has all of them, while Cell has none.

I know the androids were programmed with certain objectives . Should've given them "flashbacks" honestly lol

Cell wanted to anger Gohan so Gohan could awaken his power & his picking on Gohan theme probably came from Vegeta's cells. lol Cell would watch the saiyans do things with their saiyan abilities and perform them for himself later. Like after Trunks went Ussj , Cell also performed it , and after Gohan went SSj2, Cell performed it when he came back . Although I wish the villains had other goals in mind for the long term.
