Naruto didn't transform to juubi jin form cause the tailed beasts are not combined or should I say transformed into one entity. They are all separately in naruto's body.

The bijuu are just collections of nature chakra... Naruto has all 9 tailed beasts inside him you dipshits, to create the juubi you need it's vessel (the gedo mazou) and you need to enter chakra from all 9 beasts. You can then absorb the 10 tails and become its jin, Naruto didn't become juubi jin for those reasons.
