Hey , Base Naruto took on the Kyubbi for a while. His numbers can easily change from one to a thousand and he can use rasen shuriken. And he can still pull off the summoning Jutsu to make him harder to be hit.

I am sure he can beat Tsunade like that and well , Tsunade is a kage

My bad I overlooked the "Base", in that way he was Low Kage-High Jounin level and now High Kage.

Before Sage's powers, Naruto was able to enter SM just as an Uchiha would unleash his sharingan... I'd include SM to his basic arsenal...
Thus, Naruto was definitely Kage lvl...
