Who is Obito trying to revive??

I'm re-reading previous chapters until I came across 656 titled "Shift"..

In these next two scans, Obito is trying to perform Rinne Tensei even before Black Zetsu controlled him to revive Madara..

then black zetsu appeared to overtake his body and perform rinne tensei on Madara

so who is Obito trying to revive at first????????? is it Rin? is it Jiraiya? I'm a bit confused...

It could have been Minato. One of the requirements of using Gedo Rinne Tensei is that the "soul" of the person you are reviving is either in the world via Edo Tensei (as seen with Madara) or only recently passed away (like with Kakashi, Fukasaku and most of Konoha during the Pain Invasion Arc).

The only people who fit that bill were the 4 Edo Hokage and Madara. Either Obito was going through with Madara's plan to revive him and Zetsu decided not to leave that choice to him, or he was going to revive Minato and maybe the other Hokage to make up for the past and Zetsu still took over him. :)

The Members of the Alliance may have died too long ago, the problem with the Manga is that we don't have a definitive timeframe, so Neji being revived might be impossible. :(

It would have been super awkward if he revived them all just for them to end up getting killed again by Madara.

you are wrong about the so called rules for gedo rine tensei.
it was madara's and obito's plan to revive madara with the rine tensei, edo tensei was never part of the plan, obito did not know how to use it and madara was quite surprised to be revived in that condition. so rine tensei can also revive a person that is long dead.
I assume that the more recent the target has passed away, the more targets can be revived, and the longer he is dead, the more power it requiers so the fewer targets can be revived.

as for answering the OP, I'm also thinking the shinobi who have passed away during the war
