Tobi was wondering what danzou was going to do. Danzou intended to use it on tobi. Danzou didn't think that sasuke was going to attack, got chidoried to the chest. Danzou failed to do anything at all in that situation. He didn't use KA.

Danzo didn't Utilize KA in that Fight. At that point after being badly injured. He had two choices. Use KA on Madara(Which he was Originally saving it for). Or throw away the eye for izanagi to get a fresh body.
He used Karin as a hostage to decide what he would choose , thinking that it would buy him time . Sasuke didn't let that happen and shot a raiton spear through both of them.

Tobi mentions Shisui's determination, strength, exertion , effort, strain or something, but the eye was working again .
Danzo used not Kotoamatsukami, but he might've used Body Flicker to get to Karin.
Some people thought Danzo was using Shisui's "power" here and this is what you were talking about.
Idk what the official translation is , but its up for interpretation I guess lol
