Actually, look at it again. He said, "Now it's time to use Shishui's Eye on Madara". He can only use KA once every few hours. Therefore, he didn't use it on Sasuke.

My point is that saying Itachi solos with KA is the same as saying a cow with a nuke strapped to its back solos an army. It shows no representation of a cow's skill, or power, just that it possesses an item that could destroy an army.
Also, yes KA takes time to charge in between uses and if I am not mistakened Itachi said that that was one of the reasons he couldn't use it on Sasuke during their fight

Yeah, it takes 10 years to charge apparently unless you have senju dna. Not the best genjutsu for battle.

That scan never indicated that itachi couldn't use it in his fight against sasuke. Rather bee questioned why he didn't use it in the beginning. Itachi replying that he wanted sauce to learn from his death thus not using KA on him but rather entrusting it to naruto for the worst case scenario. Also itachi gave it to naruto, died, revived not too long, and KA could still be used.

Tobi was wondering what danzou was going to do. Danzou intended to use it on tobi. Danzou didn't think that sasuke was going to attack, got chidoried to the chest. Danzou failed to do anything at all in that situation. He didn't use KA.

He made the comment right after Danzo somehow dodge Sasuke's chidori.

Tobi said Shisui's (whatever), looks like he decide whether to use it (assuming properly) or through it away like inzanagi (use it to move or dodge Sasuke's Chidori by controlling his mind).

There was an exclamation point above Sasuke, meaning that Danzo did something.

He can't just side step Sasuke's chidori when he can barely move...
