And filler is not canon.

A non canon filler in an episode that is not related to the main story by any means. Theses episodes are flashbacks, but canon. For example: Ninja ostrich episodes were non canon fillers.

Any anime episode that has connection to the main manga story and doesn't contradict the main story is canon

To be fair, Hiruzen tried to retire after the war and hadn't intended to continue with the job. Perhaps that helps explain why he didn't manage to keep a handle on things.
