Shinra Tensie pushes at 360 degrees.

Limbo pushes the object depending on where the eye aims at.

I think it a perfected version of Shinra Tensei.
Unlike ST which emanates from the user and extends to all sides, RH is concentrated somewhere else other than the user's body and can be used in every direction. Its basically more focused telekinesis, at least that's how i see it.
Think of it like Obito and Kakashi's Kamui.

shinra tesei uses the jutsu-user as a center
rimbo hengoku center is decided by it's user and it can be away from where the user is

that's the main difference

Yea.
Seems like a concentrated and highly controlled version of shinra tensei.

Shinra Tensei - 360 degrees gravitational push.
Rinbo: Hengoku - a focused gravitational push.
